Rep. No. 481. Ho. of Reps. "The Committee on Naval Affairs, to whom was referred the petition of Mrs. Sarah P. Mather, asking Congress to take from her the right to make and use a submarine telescope invented by her, beg leave to submit the following report: The invention to which the petition refers is composed of two long water-tight tubes, each aided by two smaller ones. One of the tubes, called a submarine lamp, has a glass globe containing a lamp suspended at one end, which may be plunged in the water to any given depth, and the two smaller tubes being fastened to the larger, and running into a reservoir below the lamp, supply it with fresh air;...The invention is supposed to be susceptible of great utility in examining the sides and bottoms of ships and steamboats, to ascertain whether they are defective or not, without docking them: in discovering wrecks, obstructions, and all other objects at the bottoms of bays, harbors, lakes, and rivers, ..." 4 pp. Opinions given by Famous Americans in the document include: Francis Grice, U.S. naval constructor; Thos.
